What each BOM organizes

An engineering BOM (EBOM) is structured the way a product's engineering design breaks down — by drawing, part number, and design hierarchy. It reflects how a design engineer thinks about the product: this sub-assembly, containing these parts, per this drawing revision.

A manufacturing BOM (MBOM) is structured the way the product actually gets built and purchased — by production step, work order, and what needs to be bought or made in what sequence. Why the two sometimes diverge

For a simple product built roughly the way it was designed, one BOM can do both jobs — this is the normal case for small manufacturers and makers. The split becomes necessary when production reality departs from the design structure: an engineering sub-assembly that gets purchased pre-built rather than assembled in-house, packaging and consumables that never appear on an engineering drawing but do consume inventory, or a product built in a different sequence than its design hierarchy suggests.
