What a bill of materials is
A bill of materials is a structured list: for one unit of a finished good, it specifies every raw material, component, and sub-assembly required, and the quantity of each. It is the recipe or parts list that turns a set of individual components into a sellable product.
A flat BOM lists only the finished good and its immediate raw materials. A multi-level (nested) BOM allows a component to itself be a sub-assembly with its own BOM for example, a bicycle's BOM might include a wheel assembly, which itself has its own BOM listing a rim, spokes, and a tire.
Why multi-level BOMs matter at scale
A flat BOM works for simple products, but breaks down once you reuse the same sub-assembly across multiple finished goods. Without nesting, you end up maintaining that sub-assembly's parts list separately in every parent BOM that uses it — and when a component price or part changes, you have to update every copy manually.
A multi-level BOM solves this: update the sub-assembly's own BOM once, and every parent BOM that references it inherits the change, including the rolled-up cost.

How a BOM connects to production
A BOM by itself is just a list it becomes operationally useful when it drives two things: cost calculation (summing component costs, including scrap factors, up to a finished-good cost) and stock deduction (consuming the right quantity of each component when a production order completes). Software that only handles the BOM list without connecting it to live inventory still leaves you reconciling stock manually after every build.
